Begina, Brouwer to preside over judicial evaluation committee

THE HAGUE--Raymond Begina and Harm Brouwer will be the two chairmen of the committee that will evaluate the Judicial Kingdom Laws.

The decision to appoint Begina and Brouwer as members of the presidium of the evaluation committee was taken by the four justice ministers of Aruba, Curaçao, St. Maarten and the Netherlands. The decision was published in the National Gazette, Staatscourant, on Monday.

Begina is a managing director at the Advisory Services of KPMG Dutch Caribbean and Suriname. Brouwer is the chairman of the Supervisory Committee of Intelligence and Security Services CTIVD of the Netherlands.

Begina is very familiar with the process of constitutional reform that involved the dismantling of the country the Netherlands Antilles and the establishment of the new countries Curaçao and St. Maarten, and the Dutch public entities Bonaire, St. Eustatius and Saba. Begina was part of the committee that prepared the Round Table Conferences in 2005, 2008 and 2010.

Brouwer was the president of the College of Attorneys General of the Netherlands until 2011, which made him the highest official within the Public Prosecutor’s Office. He has also served as vice-president of a Court of First Instance in the Netherlands.

The Evaluation Committee Judicial Kingdom Laws will evaluate four Kingdom Laws: the Kingdom Law Joint Court of Justice, the Kingdom Law Public Prosecutor’s Offices of Curaçao, St. Maarten and of Bonaire, St. Eustatius and Saba, the Kingdom Law Police of Curaçao, St. Maarten and of Bonaire, St. Eustatius and Saba, and the Kingdom Law Council for the Maintenance of Law and Order (Raad voor Rechtshandhaving).

The justice ministers will each appoint one member to represent their country in the committee. By December 1, 2014, the committee has to have a research plan for the evaluation. The final report should be ready by October 1, 2015.
