American tourist allowed bail after manslaughter charge

ANGUILLA--Subsequent to the appearance before the Magistrate of Garvin Scott Hapgood, who was remanded to prison, an appeal was made and a High Court sitting was arranged late on Wednesday, April 17. After a brief hearing, Justice Innocent granted bail of EC $200,000 to the accused. He is to go before the court on August 22, charged with manslaughter of Mitchel (27) of Dominica.

  The death certificate of Mitchel states that the cause of death was due to “prone restraint, positional asphyxia and blunt force trauma to the head, neck and torso.”

  Hapgood’s lawyer Tommy Astaphan stated that his client has every intention of returning to Anguilla to clear his name. Hapgood, who is a New York banker, was on vacation in Anguilla with his family, staying at a hotel in the West End and Mitchel was an employee at the same hotel. Hapgood and family
