The General Audit Chamber in Monday’s press conference as part of a campaign to sensitise the public about its purpose, role and function (see related stories) drew attention to several pertinent issues like the daily US $400 “per diem” ministers and members of parliament (MPs) get while on working trips and how they travel. The main conclusions were that the spending allowance must be accounted for and unused portions returned, while all job-related flights should be economy-class.

Not everyone will agree, certainly with the latter. Some may feel an airline seat upgrade is a relatively small price to pay to give the office the necessary cachet, in particular when it regards the prime minister.

It was also noted that the $400 includes hotel cost, meals and incidentals. Nevertheless, the information provided on various reports and their recommendations was most welcome.

That also goes for the plan to look into government’s rent expenses. After all, the idea had been that these would be sharply reduced with the new Administration Building on Pond Island.

Lowering them by 20% from the 2020 budget in 2025 is apparently part of the so-called country package of reforms agreed on with the Netherlands as condition for – since refinanced – Dutch COVID-19 crisis liquidity loans. That implies a serious commitment has at least been made.

As far as the chamber’s desire to “get rid” of the Committee for Financial Supervision CFT is concerned, one ought to keep in mind the way that statement was qualified. It would mean St. Maarten has structurally improved financial management and reporting.

Only then can such a transition responsibly take place to ensure the continued necessary checks and balances.
