Motorists gave preference to a wheelchair-bound man who had no sidewalk to roll on. Traffic started to build up while the man rolled his wheelchair alongside Arch Road on Wednesday afternoon.
The road lacks access for disabled residents who utilise the busy street any way they can. Pedestrians also have a hard time walking on the side of the street, which was filled with water due to inclement weather.
